The Browns waived Toney on Tuesday, Zac Jackson of The Athletic reports.
Toney was signed to the active roster ahead of the Browns' Week 14 loss to the Steelers. During the fourth quarter of the 27-14 loss, Toney picked up a taunting penalty on one punt return and muffed another, events that likely were a factor in the Browns' decision to part ways with the 25-year-old wide receiver. In three games for Cleveland, Toney had one target, two rushes for minus-4 yards and 44 yards in punt returns.

Kadarius Toney: Looks healthy again
Toney (undisclosed), who is a member of the Browns' practice squad, is back at practice Thursday, Scott Petrak of the Elyria Chronicle-Telegram reports.
Toney has practiced both Wednesday and Thursday, and he looks healthy after having missed over a month due to an undisclosed injury. With Amari Cooper now a member of the Bills, Toney may be a candidate to elevate from the practice squad and bolster Cleveland's wide-receiver corps as early as Sunday versus the Ravens.
